Plot number vs Khasra number: how are they connected?

The seller's Fard says Khasra 205. The society's paper says Plot 123. A beginner asks whether these are "the same number." They were never meant to be.
Two maps of the same ground
The revenue map knows Khasra 101, Khasra 102, Khasra 103: the original parcels of land.
The housing scheme layout knows Block A, Plot 1, Plot 2, Plot 3: a new layer the developer drew on top.
When a developer builds a scheme, the land underneath already has a Khasra identity. The plot numbers are a new layout laid over that land. They do not replace the Khasra.
A Khasra is the government's identity for a parcel of land. A plot number is a development's identity for a piece created inside its layout. Your job is to find out how one maps onto the other.
Why the government does not just use plot numbers
XYZ Society has a Plot 123. So does ABC Society. So does Block B. A plot number only means something inside that one development. The land needs an identity that exists no matter what a developer later calls it, and that is the Khasra.
The link is not one-to-one
- One Khasra can contain many plots, plus roads, parks and other uses.
- One plot can sit across more than one Khasra.
- A scheme is usually built across several Khasras.
So "Plot 123 has one Khasra, done" is rarely the full answer.
Evidence this matters
LDA's own checklist for approving a new private housing scheme asks for a list of Khasra numbers with areas, and a Khasra plan with the scheme boundary laid over satellite imagery, alongside the layout plan. The regulator starts by asking which land the scheme sits on, then how that land is divided into plots. You should ask the same.
The question to ask
Do not ask "is this Plot 123?" The seller can just say yes. Ask:
Show me how Plot 123 maps onto the Khasra land, and that this Khasra is inside the approved scheme boundary.
If the answer is "don't worry, the society made the map," ask to see the approved layout and the underlying land identification.
