What is an NOC for a housing society, and what does it cover?

"NOC hai" may be the most overused phrase in Pakistani property. Many buyers hear it as "the government says everything is fine." It does not mean that.

What an NOC is

An NOC (No Objection Certificate) is an approval, or a statement of no objection, about one specific matter, from one specific authority, for one specific purpose.

That is all. It is not a certificate that the whole property is healthy.

Why the word alone tells you nothing

A development can need several separate clearances. LDA's regulations for housing schemes involve clearances on things like whether the land is set aside for public use or includes government land, whether it is flood-prone, and clearances from municipal bodies and WASA. The word "NOC" does not tell you which of these has been given.

So when a dealer says "NOC hai," your response is: NOC for what?

Questions to ask about any NOC

Who issued it?
What exactly does it cover?
For what purpose?
For which land?
At what stage of development?
Is it still current?

NOC is not the same as approval

Housing scheme approval has stages. LDA's material has described "technically approved" schemes as having ownership, layout and land use approved, with final approval coming later after infrastructure approvals and other requirements. An NOC or a layout approval at one stage is not final approval of the whole scheme, and it is not permission to build.

"NOC available" on a property ad tells you almost nothing until you know who issued it, for what, and for which land.

What to do

Ask for a copy. Read what it actually says. Check it against the issuing authority, not against the dealer's description. And check the scheme's status on LDA's website separately, down to your block and plot. See how to check if a society is LDA approved.
