Plot vs file in Lahore: what is the difference, and is a file safe?

You will hear "ten marla file" constantly in Lahore. Many buyers assume it means the same thing as a ten marla plot. It does not, and the gap between the two is where a lot of money is lost.

A file is a right, not a piece of ground

A file generally represents an entitlement: a right to receive a plot in a development on certain terms. It is not the same as saying "here is Plot 123, you can stand on it."

Think of a cinema:

A ticket gives you a right to a seat according to the terms of the ticket.

An actual seat is Row G, Seat 14. You can point at it.

A file is closer to the ticket. An allotted, identified plot with possession is closer to the seat. The exact legal meaning depends on the scheme and its documents, but the analogy holds.

Why the file is cheaper

Two dealers call you on the same day:

Dealer A: ten marla plot, Rs. 1.5 crore.

Dealer B: ten marla plot, Rs. 90 lakh.

Dealer B is not necessarily offering a bargain. Dealer B may be selling a file, while Dealer A is selling a developed, identified plot where possession has been given. The price difference is the difference in what you are actually getting.

The ladder from file to house

A rough learning model, not a fixed legal sequence:

  1. File or entitlement. A right to a plot, not yet a specific plot.
  2. Allotment. A specific plot number is allocated to you.
  3. Possession. The society hands over the plot on the ground.
  4. Transfer and records. Ownership is recorded in your name.

Every step up the ladder gives you more certainty, and costs more.

Is buying a file safe?

A file is not automatically a scam. But you are buying a promise, so everything depends on who is making the promise and whether they can keep it. Before paying for a file, find out:

  • Who issued the file, and do they have the authority to develop this scheme?
  • Is the scheme approved by LDA, and is the relevant block inside the approved area?
  • What exactly does the file entitle you to, in writing?
  • What happens if the plot is never allotted, or is allotted somewhere else?
  • Are there outstanding instalments or development charges?
  • How is the file transferred into your name, and does the society record it?

If the answer to "is the scheme approved?" is "approval is coming," you are no longer buying property. You are betting on a future approval, and the price should reflect that.

The one question

Whenever someone says "plot for Rs. X," ask:

Is this a file, or an actual allotted and identified plot, and is possession available?
